<p><b>Thomas L. McPhail, PhD</b>, is a writer and an international media critic, and has served for over a decade on the Canadian National Commission for UNESCO. He is the author of <i>Development Communication </i>(Wiley Blackwell, 2009).</p> <b>Steven Phipps, PhD</b>, teaches Media Studies at the University of Missouri, St. Louis. His published research has focused largely on historical and legal aspects of the media
