<p><b>VENCESLAV F. KROUPA, PhD,</b> is an IEEE Fellow and member of the Institute of Photonics and Electronics Academy of Sciences of the Czech Republic. His research interests include standard time and frequency, frequency stability and noise, frequency synthesis, and precise frequency measurements, as well as flicker noise problems in electronic devices. Dr. Kroupa has published more than 100 scientific papers and reports and has written five books, including <i>Phase Lock Loops and Frequency Synthesis </i>and<i> Direct Digital Frequency Synthesizers,</i> both from Wiley. He holds fifteen patents.</p>
