<p><b>BARTON BIGGS</b> is the cofounder and managing partner of Traxis Partners, a billion-dollar macro hedge fund. He spent thirty years as a senior partner at Morgan Stanley, where he formed the firm's top-rated research department, and created and built its investment management division.
